Mayor Judy Chastain appointed Ratts as Chief of Police effective June 1, 2002. Prior to this position, he served as a Major within the department and has been a member of the department since 1995.

Ratts began his law enforcement career with the United States Air Force in 1988 where he graduated with honors from the Military Police Academy. From 1991 to 1995 he worked with the Washington County Prosecutor’s Office as a Criminal Investigator. He also served in the United States Air Force Reserve. He is a 1991 Honor Graduate of the 107th Indiana Law Enforcement Academy Session.

Ratts is married with two children, both of whom still live at home. He is a member of the Washington County Fraternal Order of Police Lodge 142 and a 2002 graduate of Awareness Washington County.

His hobbies are hiking, mountain biking, and spending time with his children.
