Russell has worked for the City of Salem in the Water Treatment Plants for 18 years.  In January, 2004, he was appointed Superintendent of the City's Water Treatment Program.  His Class WT4 State Certification became active in 1988.

Responsibilities include overseeing the treatment, testing and water quality control issues of the City's water resources.  These resources include both the Lake Salinda and Lake John Hay plants.

Russell is married and has two children and one grandson.
